Frequently Asked Questions

FAQS
  • What is an SAP?

A substance abuse professional (SAP) is a licensed or certified professional with specialized knowledge and skills in the areas of:

Substance abuse and mental health disorders: They can diagnose and treat individuals struggling with addiction to alcohol, drugs, or other substances.

Addiction treatment: They understand various treatment options like in-patient programs, out-patient therapy, and medication-assisted treatment.

DOT regulations: In the United States, they are specifically qualified to work with individuals who hold safety-sensitive positions regulated by the Department of Transportation (DOT). This includes individuals such as truck drivers, airline pilots, and train conductors.

  • What is the cost?

$550 includes booking; the initial assessment; and the final assessment with the SAP. This payment does NOT cover the cost of the education or treatment plan the SAP will determine after the initial assessment. You can expect to pay approximately $60 for the education program. Should you need treatment (such as in a clinic), you must contact your insurance for an estimate.

  • Who needs a SAP?
Individuals who fail or miss a drug or alcohol test in a DOT regulated safety sensitive role (e.g., FAA, FMCSA) need help from a Substance Abuse Professional (SAP) to return to work. The SAP evaluates them, recommends treatment/education, and monitors their process before allowing them to take a return-to-duty test.
  • How long does this process take?

Each case is different and depends on the initial SAP assessment. The process can go as quickly as 4 days to several months depending on the education or treatment plan.

  • What is the Return to Duty process?

You will have an initial assessment with the SAP. The SAP will provide you with education or treatment plan (at your own expense). When you have completed the education or treatment plan, you will return to the SAP for a final assessment. Then you will be released for Return to Duty testing. How do I register with the Clearing house as a CDL driver?

    Register at https://clearinghouse.fmcsa.dot.gov/register

  • How do I Designate an SAP in Clearinghouse?

To designate a Substance Abuse Professional (SAP) in the Clearinghouse, you'll need to follow these steps:

    1. Log in to the FMCSA Clearinghouse: Visit the FMCSA Clearinghouse website (https://clearinghouse.fmcsa.dot.gov/) and click "Log In". Use your login.gov credentials to access your Driver Dashboard.
    2. Find the Designation Prompt: If you have a recent violation on your record, your Driver Dashboard will likely display a message prompting you to designate a SAP. Click on "designate your substance abuse professional" to begin the process.
    3. Search for Your SAP: In the designated field, type the name of your chosen SAP. As you enter characters, the system will suggest matching names already registered in the Clearinghouse.
    4. Review and Send Request: Once you've identified your SAP, the system will display their information for confirmation. Review the details and click "Send Request" if everything is correct.
    5. Confirmation: The Clearinghouse will send a notification to your chosen SAP informing them of your designation request. Your Driver Dashboard will update when they approve your request.
